Actually, the Council of Labor and Defense issued decree “On charging the Head Office of Aircraft Fleet with technical supervision over airlines organizing the Council for Civil Aviation.” One should not be deceived by this indistinct formulation. It is a real certificate of birth indicating the foundation of new kind of transport. The authorities immediately founded the first Russian airline company with fairytale name Dobrolet. By 1932, when the wisdom, good and eternal came to an end in the country, Dobrolet was merged with other companies. The resulting corporation received lifeless name Aeroflot. In Soviet time, there was advertisement “Fly by Aeroflot Planes!” as if people could choose.
