Cardinal Gasparri on behalf of Pope Pius XI and Benito Mussolini signed the so called Lateran pact at the Lateran Palace in Rome. According to this document, a small state of Vatican was established. Though its area and population look tiny (just 0.44 m2 and 1,000 people), it is as good a state as any other one. Vatican can boast of two official languages (Italian and Latin), national flag, and diplomatic relations with over 100 countries. There is even 120 meters of railway on its territory. The abundance of cultural values compensates for the absence of industry and agriculture. However, the main thing that makes Vatican different from all other states is the fact that babies are not born there. It stands to reason – a baby needs a mother to be born.
