The early years of Soviet power were marked by the creation of a large number of all-Russia commissions. And everyone tried to be named extraordinary – they probably wanted the Cheka laurels. There was even CHEKVALAP – Extraordinary Commission on felt boots and bast shoes. It was extremely important to put shoes on and warm the proletariat, but it was also extremely necessary to teach it; moreover, to put letters into words. For this, a special decree was issued on the elimination of illiteracy of the population from 8 to 50 years old, and in pursuance of the decree they created this VChKLB. The training was conducted according to Dora Elkina’s famous textbook Down with Illiteracy: A Primer for Adults. At least one exercise from this primer is known to all literate population of our country: “We are not slaves, slaves we are not!”
